While many people believe red aggro is the best deck for budget players, this isn't always true on Magic Arena. Red Aggro is often filled with a lot of rares, and while they may be low-price in paper, on Arena a rare is a rare, and so a Magic Arena budget deck needs to contain more commons/uncommons.
And that's were Bounce comes in! While the Esper deck has a very expensive manabase, the Dimir build is incredibly low on rares/mythics make it a great choice for free-to-play players, or people looking for a new deck to play that doesn't cost a lot of wildcards!
